This is how it happens.
A gust of wind sweeps up a pile of dirt from the roadwork outside Xinhua
Bookshop, swirls it around in an arc above the bitumen, and then dumps it
everywhere. It isn’t the dust-storm season—the weather is only just starting
to turn warm. Some cyclists are still wearing gray cotton overcoats, though on
