一、高层次人才资助
1．高层次创新创业人才长期项目引进资助
对符合引进人才标准，并经过规定程序被批准纳入的高层次创新创业人才，每人给予
100万元补助。其中，国家“千人计划”、省“百人计划”入选者可直接纳入成都市高
层次创新创业人才予以补助。用人单位和区（市）县政府配套其他资金，以改善引进人
才的工作生活条件。

1. Grant for High-level Talents
(1) Grant for long term talents program
High level innovative & entrepreneurial talent, who meets the standard of
human resources introduction and and who are hired through the correct
procedures will be granted 1 million yuan. Finalists of National 1000
Initiative and 100 Initiative(Sichuan province) will be incorporated
directly into Chengdu high level innovative & entrepreneurial talents(
Chengdu Talents Plan) and given the grant. Employers and government at city,
county and district level will provide other subsidies to improve the living
and working conditions.

2．高层次创新创业人才顶尖团队项目引进资助
市高层次创新创业人才专项资金给予入选的顶尖创新创业团队500万元资助，入选后先
拨付40%；其余60%以两年为限，由市委组织部（市专项办）组织专家对创新成果转化、
风投资金跟进、项目开发递增效益等情况进行综合评估，根据评估结果发放。

(2) Grant for top team program
Finalisted top teams will be given 5million yuan grant through the special
funds of Chengdu high level innovative&entrepreneurial talents, among which
40% of the grant will be paid after being selected and the rest 60% will be
paid within a limit of 2years based on the comprehensive assessment result.
The comprehensive assssment will be conducted by Organization Office of CPC
Chengdu Committee (designated office for special fund) in terms of
translated innovative achievements, venture capital status, incresed
marginal benefits of project develpmenting through experts.

3．高层次创新创业人才青年和海外短期项目引进资助
对于“成都人才计划”青年项目入选者，市高层次创新创业人才专项资金给予每人人民
币50万元的一次性资助。其中，国家“青年千人计划”、省“青年百人计划”入选者，
经申报后可直接纳入“成都人才计划”青年项目予以资助。
对于“成都人才计划”海外短期项目入选者，市高层次创新创业人才专项资金给予每人
人民币50万元的一次性科研经费资助。其中，国家“千人计划短期项目”、省“百人计
划短期项目”入选者，经申报后可直接纳入“成都人才计划”海外短期项目予以资助。

(3) Grant for short term overseas & youth program
Finalists included in youth program will be given 500,000 yuan one-off based
subsidy. Finalists in National 1000 Initiative and 100 Initiative(Sichuan

4．高层次人才研发资助
支持海内外高层次人才来蓉创业，对已入选国家“千人计划”、省“百人计划”的在蓉
高校及科研院所高层次人才以及成都市市域外的入选国家“千人计划”、省“百人计划
”的高层次人才，在蓉创办独立纳税企业的，给予研发经费资助100万元。

(4) Grant for high level talents R&D
High level talents from home and abroad will be welcomed to start business
in Chengdu. Talents in universities and scientific research institutes
inside or outside Chengdu city that are already finalists of National 1000
Initiative and 100 Initiative(Sichuan province) and set up independant tax-
paying enterprise will be given 1miilon yuan subsidy for research.
Science and Technology Bureau of Chengdu reserves the explaination right of
“Grant Management Rules for Innovative & entrepreneurial Technology Talents
”.
二、扶持创业
5．创业企业种子资金资助
对拥有自主知识产权、具备较高创新水平（包括技术创新和商业模式创新）和较强市场
竞争力、有较好潜在经济效益和社会效益或有望形成产业规模的种子期、初创期的企业
进行投资或担保。其中，直接投资单个项目最高为200万；联合投资单个项目最高为200
万，但不超过投资总额的30%；为单户企业银行贷款提供最高200万担保；为单户企业的
创投反担保提供最高300万担保。

2. Entrepreneurial Grants
(5)Grant for entrepreneurial Seeds
Start-ups with independant IPR, high innovation level(including
technological innovation and business mode innovation), strong market
competitiveness, potential good business and social returns and possibility
to grow into a large scale firm will obtain investment and guarantee from
Chengdu side. The maximum direct investment in single program is 2million
yuan and maximum joint investment in single program is 2million yuan,no
higher than 30% of total investment. The maximum guarantee in bank loans for
individual enterprise is 2million yuan and the maximum guarantee for
individual enterprise in counter-guaranty of venture capital is 3millioin
yuan.
Science and Technology Bureau of Chengdu reserves the explaination right of
“entrepreneurial& Innovation Seeds Capital Management Rules in Chengdu(
Trial)”.
6．创业投资风险补偿
对投资我市中小微初创企业的单个创业投资企业，给予单个创业投资项目投资损失最高
30%、最高不超过100万元的风险补偿，单个创业投资企业每年获得补偿金额最高为300
万元。

(6) Venture Capitals Risk Compensation
For single venture capital firms investing in medium, small and micro start-
ups in Chengdu,a maximum of 30% & no higher than 1million yuan risk
compensation will be provided to single venture capital project to
compensate the investment loss. The maximum risk compensation provided for
single venture capital firm is 3 million yuan per year.

7．创业企业科技保险补贴
入选“成都人才计划”人才创办的企业，参加科技保险，可按其实际保费支出最高50％
给予补贴，单个企业每年补贴额度最高可达20万元。

(7) Science&Technology Insurance Subsidy for entrepreneurials
Enterprises set up by individuals included in Chengdu Talent Plan will be
provided a maximum of 50% subsidy of its its actual premium(science
insurance) and the maximum subsidy for individual enterprise per year is 200
,000 yuan.

8．鼓励中小企业“三集”融资
对中小企业参与发行中小企业集合债、集合票据、集合信托的，给予单个企业发债额5
‰最高100万元的一次性补助。

(8) Subsidy for SMEs in Financing
Single SME participating the issue of collection bond, collection note and
collection trust will be provided an one-off subsidy of 5‰ of total debt
amount, and the maximum subsidy will be 1 million yuan.

Manufacturing First".
9．支持开展融资租赁
对中小企业向融资租赁公司租赁生产设备的，按中国人民银行同期基准利率的15%给予
最高100万元的设备租赁费用补助。

(9) Subsidy for Financing Lease
SMEs renting production equipments from financing lease enterprises will be
provided renting subsidy no higher than 1 million yuan according to 15% of
the benchmark interest rate in the corresponding period of People's Bank of
China.
Economy and Information Committee of Chengdu reserves the final explaination
right of "Suggestions of Several Policies to Redouble Advanced
Manufacturing First".
10．企业上市奖励
选择一批有上市潜力的优质企业进入上市资源后备库。入库企业完成上市辅导并验收合
格后，给予20万元补贴；发行上市申请被中国证监会正式受理的，再给予50万元补贴；
发行完成后再按融资额中投入成都的1%给予补贴。在境外证券市场发行股票上市的，按
融资额中投入成都的1%给予补贴。对单个企业的补贴累计不超过500万元。通过重组方
式取得市外上市公司控股权且将上市公司注册地变更到我市，并承诺5年内不迁离的，
给予300万元补贴。
已上市公司通过配股、增发、发行公司债、可转债等进行再融资，按照其融资额的1‰
奖励企业高级管理人员，对单户企业奖励总额最高不超过50万元。

(10) Rewards for Listed Companies
Quality enterprises with listing potential will be selected into backup
resources reserve database. Selected enterprises will be given 200,000 yuan
subsidy after going through listing training and qualified acceptance check.
Enterprises application for IPO being handled officially by CSRC will be
given an additional 500,000 yuan subsidy. Enterprises with successful IPO
will be provided a subsidy equivalent to 1 % of its financing volume
invested in Chengdu. Enterprises that issue stocks and go listed in overseas
security market will be provided a subsidy equivalent to 1 % of its IPO
invested in Chengd. Accumulated subsidy provided for single enterprise will
be no higher than 5 million yuan. Enterprises acquiring shareholding right
of listed companies outside Chengdu through restructuring and changed the
registration location into Chengdu will be provided 3 million yuan after
promising they won’t remove from Chengdu within 5 years.
Enterprises refinancing through allotment of shares, additional issues,
corporate bond issuing and convertible bonds will be provided a reward
equivalent to 1‰ of its financing volume for high level management
personnels. Accumulated reward provided for single enterprise will be no
higher than 500,000 yuan.
Chengdu Financial Office reserves the final explaination right of “
Suggestions of Chengdu Municipal People’s Government to Promote Financial
Sectors’ Development”.
三、鼓励创新
11．支持开展技术创新
对企业实施的重点技术创新和重大技术装备创新项目，凡获得国家“863”计划、“973
”计划、电子信息产业发展基金、“核高基”等国家级重大专项资金支持的，在省上配
套资金到位后，按国家实际到位经费的10%给予最高200万元配套资金支持；凡获得省专
项资金支持的，按省实际到位经费的8%给予最高150万元配套资金支持；对我市认定的
重点技术创新和重大技术装备创新项目，按企业技术研发投入或技术合同金额的5%给予
最高100万元补助，对战略性新兴产业项目按10%给予最高150万元补助。

3. Innovation Grant
(11) Technological Innovation Grant
Enterprises with major technological innovation and technological equipment
innovation project supported by national major special funds such as "863
Plan", "973 Plan","Electronic Information Industrial Development Foundation"
and "National Core Electronic-High-end &Basic Software Project " will be
provided a grant equivalent to 10% of national subsidy in place after
provincial subsidy being in place, and the ceiling is 2 million yuan.
Enterprises with major technological innovation and technological equipment
innovation project supported by special funds at provincial level will be
provided a grant equivalent to 8% of provincial subsidy in place and the
ceiling is 1.5million yuan. Enterprises with major technological innovation
and technological equipment innovation project recognized by Chengdu will be
provided a subsidy equivalent to 5% of corporate technological R&D input or
technology contract amount and the ceiling is 1 million yuan.Enterprises
with strategic emerging industrial project will be provided a subsidy
equivalent to 10% of corporate technological R&D input or technology
contract amount and the ceiling is1.5 million yuan.

12．科研项目匹配资助
对承担国家科技项目的企业进行匹配资助，按照实际到位国家经费（扣除外拨部分）的
10%、同一项目最高200万元予以配套。（《企业承担国家科技计划项目配套资助实施细
则》，最终解释权归成都市科技局）
(12) Scientific Research Project Grant
Enterprises carrying out National Science & Technology Project will be
granted a subsidy equivalent to 10% of national grants in place(external
allocation deducted) and the ceiling for single project is 2 million yuan.
Science and Technology Bureau of Chengdu reserves the final explaination
right of "Grant Implementation Rules of Enterprises Carrying out National
Science and Technology Project".
13．支持技术创新载体建设
对新获批建设国家工程（技术）研究中心、重点实验室、工程实验室、企业技术中心、
技术创新示范企业称号、云计算工程技术研究中心、工业设计中心的企业，一次性给予
100万元补助；对企业与科研院所、高等院校等建立产学研联合实验室、院士工作站、
博士后工作站、技术研究院等研发机构的，给予企业一次性最高30万元补助。

对经认定的工业设计公共服务平台，可按设备和软件投入的20%给予一次性补贴，单个
项目最高补贴100万元；对使用公共服务平台的工业设计企业，按单项合同实际支付金
额的30%给予补贴，单项合同最高补贴10万元。

(13) Grant for Contruction of Technological Innovation Carrier
Enterprises newly gaining approval to construct National Engineering (
technology) Research Center, Major Laboratory, Engineering Laboratory,
Corporate Technological Center, Model Enterprise in Technological Innovation
, Engineering Technology Research Center of Cloud Computing and Industrial
Design Center will be provided 1 million yuan one- off subsidy. Enterprises
that cooperate with scientific research institute and institute of higher
education to establish joint laboratory, academician workstation, post-
doctoral workstation and technology research institute will be given an one-
off subsidy no higher than 300,000 yuan.
Economy and Information Committee of Chengdu reserves the final explaination
right of "Suggestions of Several Policies to Redouble Advanced
Manufacturing First".
Recognized public service platform of industrial design will be provided an
one-off subsidy equivalent to 20% of the equipment and software input and
the ceiling for single project is 1 million yuan. Industrial design
enterprise utilizing public service platform will be provided a subsidy
equivalent to 30% of the actual payment in a single contract and the ceiling
for single contract is 100,000 yuan.
Economy and Information Committee of Chengdu reserves the final explaination
right of "Suggestions of Accelerating Industrial Design Development(Trial)".
Qualified laboratory co-established by enterprises, education institute and
scientific research institute for corporate technology innovation and
Produce development will branded and provided 200,000 yuan one-off subsidy.
Science and Technology Bureau of Chengdu reserves the final explaination
right of "Grant Implementation Rules for Chengdu Joint Laboratory of
Industry, Research Institutes and Education Institutes(Provisional)".
14. 推动科研成果产业化
加大对新药研发的资助力度，市级重大新药创制专项经费的70％用于扶持进入临床阶段
的新药研究项目。

(14) Grant for Industrializing Scientific Research Achievements
70% of Chengdu special fund for major new drugs creation and manufacturing
will be employed to support new drugs research project that enters clinical
stage to give more financial support for new drugs R&D.
Science and Technology Bureau of Chengdu reserves the final explaination
right of "Notice of Printing and Distributing Chengdu Bio-medical Industrial
Development Plan(2009-2012)".
四、重点产业支持
15．重大项目支持
对新引进投资2亿元以上且在签约一年内开工建设的重大项目，第一年、第二年分别按
当年固定资产投入的2%、1%给予累计最高300万元补助；对“高精尖优”项目累计补助
最高500万元。（《关于加快发展先进制造业实现工业率先倍增若干政策的意见》，最
终解释权归成都市经济和信息化委员会）
4. Major Industry Subsidy
(15) Major Project Subsidy
Major project newly attracting over 200 million investment and starting
construction within 1 year after contract signing will be granted a subsidy
equivalent respectively to 2% and 1% of fixed asset investment in the first
and second year and the ceiling is 3 million yuan. Accumulated ceiling grant
for High-end, Sophisticated, Cutting-edge and Outstanding Projects is 5
million yuan.

16．国际认证支持
对企业主导制定并获批国际、国家、行业标准的，分别给予60万元、40万元、20万元一
次性奖励；对获得ISO9001、CMMI、GMP等国际认证或国家级认证的企业，按认证费用（
包括认证培训费用）的50%给予最高20万元补助。

(16) International Certification Subsidy
Enterprises lead in formulating international, national and industrial
standard and gain approval will be granted one-off reward of 600,000, 400,
000 and 200,000 yuan respectively. Enterprises gain international
certifications such as ISO9001,CMMI,GMP and national certificates will be
provided a subsidy equivalent to 50% of certification fee(including
certification training fee) and the ceiling is 200,000 yuan.
Enterprises are encouraged to set up international standard and acquire
certificates.

五、税收优惠
17．个人所得税奖励
引进到企业工作的急需高层次人才，前3年按本人年度上缴个人所得税市和区(市)县级
收入部分全额给予奖励；后3年按本人年度上缴个人所得税市和区(市)县级收入部分的
70%给予奖励。

5. Tax Break
(17) Individual Income Tax Incentives
High level talents in urgent need working for local enterprises will be
provided a reward equivalent to the amount of yearly individual income tax (
received by city,district or county) in the first 3 years and 70% of the
total amount in the second 3 years.
Human Resources and Social Security Bureau of Chengdu reserves the final
explaination right of "Provisional Measures to Encourage Enterprises to
Introduce High-level Talents in Urgent Need in Chengdu".
18．企业计税优惠
市、区（市）县属重大产业化项目关键技术岗位的人才引进费用纳入项目成本。市上确
定的重点产业、重点企业引进高层次人才、特殊人才所发生的岗位津贴和奖励计入企业
成本。

(18) Corporate Tax Calculation Preference
Expenditure in introducing personnels at key technology post under major
industrial projects could be counted in project cost. Post allowance and
reward expended by major industry and enterprises in introducing high-level
and special talents could be counted in corporate cost.

Cultivating Talents for Enterprises".
19．合法税后收入可汇出
海外留学人员在蓉工作期间取得的合法外汇收入，纳税后可依法汇出国（境）外。

(19) Legitimate Remittable Aftertax Revenue
Overseas personnels studying in Chengdu could remit their legitimate foreign
exchange income acquired during working in Chengdu abroad after tax paying
in accordance with laws.
六、特定生活待遇
20．签证办理
外籍引进人才及其随迁外籍配偶和未成年子女，尚未取得《外国人永久居留证》但需多
次临时出入境的，为其办理2-5年有效期的多次往返访问签证；需长期居留的，办理2-5
年的外国人居留许可，并提供签证到期提醒服务。

6. Special Life Assitance
(20) Visa
Personnels with foreign nationality and their spouses and underage kids who
need temporary exit and entry at many times without acquiring "Permanent
Residence Permit for Foreigners ", could get return visit visas valid in 2-5
years to make travelling for many times from and to Chengdu possible. Those
who need long term residence could get 2-5 years' residence permit and will
be reminded when the visas expire.

be granted 100,000 yuan to 400,000 yuan reward aftering being evaluated by
Pi county committee. Academician and post-doctoral workstation established
after newly approval will be given 300,000 yuan to 500,000 yuan grant 1 year
later after the normal operation. Enterprises approved to construct
national, provincial and municipal major laboratory, engineering research
center, corporate technology center will be given 100,000 yuan and 500,000
yuan grant. National, provincial and municipal joint laboratory in industry,
education institute and research institute will enjoy 50,000 yuan to 200,

设立大邑县高层次创新创业人才工作专项资金500万元。高层次创新创业人才申请资助
时与企业有3年以上劳动（聘用）合同的，自认定当年起，每年给予8万元的资金扶持。
青年（大学生）创新创业成功的一次性给予5000元创业补贴。设立50万元青年（大学生
）融资贴息专项资金。允许企业按当年实际发生的技术开发费用的150%，抵扣当年应纳
税所得额。对国家认定的高新技术企业减按15%的税率征收企业所得税。

Special innovative and entrepreneurial talent fund of 5 million yuan has
been established in Dayi county. High level innovative and entrepreneurial
talents with over 3 years' labour contract will be given 80,000 yuan grant
while applying for aid.Youth (university students) successfully in starting
business and innovating will enjoy an one-off subsidy of 5,000 yuan.Youth (
university students) Special Fund in Discount Financing of 500,000 yuan has
been established. Qualified enterprises are allowed to use 150% of actual
technology development expenditure to offset tax amount payable in
corresponding year. High-tech enterprises recognized by national authority
will enjoy a reduced tax rate as low as 15% to pay corporate income tax.

设立5000万元人才专项资金。设立高层次创新创业人才补助资金,对符合人才引进

。在新津工作期间，个人所得税县级实得部分由县财政安排全额奖励，期限最高不超过
5年。对高层次人才创办实体项目，经专业评审机构评估，可一次性给予200万元以内的
项目资助资金，.两年后视企业发展情况跟进500万元以内的风险投资。设立“新津县创
新创业杰出人才奖”，每两年评选一次，并给予20万元（含税）的一次性奖励。对引进
的高层次人才，优先推荐为人大代表或政协委员人选。

Special talent fund of 50 million yuan has been established in Xinjin county
to provide a maximum of 2 million yuan subsidy in cash for qualified
talents approved by regulations.Personnels while working in Xinjin county
will enjoy a reward equivalent to total amount of individual income tax
received by county authority with a limit no higher than 5 years.Industrial
program created by talents could enjoy an one-off grant no higher than 2
million yuan after being evaluated by professional rating agency, and an
additional subsidy no higher than 5 million will be provided as venture
capitals 2 years later dependent on its development. Outstanding Innovative
and entrepreneurial Talents Award in Xinjin County has been set up as
qualified talents will be evaluated and selected once in two years and
granted an one-off 200,000 yuan reward(tax included). High level talents
will be recommended with priority as representative for County level People'
s Congress or member of CPPCC.

高层次人才在高新区创办企业的，分别给予10万到100万元的创业启动资金；提供不多
于200平方米的工作场所并免除或补助3年租金；国家“千人计划”、省“百人计划”以
及“成都人才计划”入选者，给予100万元补助；按评级可给予创业团队不超过3000万
元补助。设立了由政府全额出资、规模为8000万元的创业天使投资基金，对单个企业最
高不超过200万元人民币(含本数)。对于重点企业年薪在10万元以上的高级管理人才和
技术人员，可视情况给予每年1500-48000元的奖励。对于在高新区企业博士后设站单位
工作的博士后研究人员，高新区管委会在两年内给予博士后本人每年5万元补助经费。

High level talents that set up enterprises in High-tech zones will be given
entrepreneurial capitals ranging from100,000 yuan to 1 million and a working
venue no larger than 200 m2 or rental exemption or subsidy for 3 years.
finalists of National 1000, Provincial 100 and Chendu Talents Plan will be
given 1 million yuan subsidy. entrepreneurial team will be given no higher
than 30 million yuan subsidy after evaluation. entrepreneurial Angel
Investment Fundation of 80 million yuan funded fully by government has been
set up to provide enterprises no higher than 2 million yuan subsidy(
benchmark capital included). Senior management experts and technicians
working in major enterprises with an annual income of above 100,000 yuan
will be given 1500 yuan to 48000 yuan reward. Post-doctoral researchers
working in firms that set up post-doctoral workstation in high-tech zone
will be provided 50,000 yuan subsidy for per post-doctor within 2 years by
management committee of high-tech zone.
