instead of issuing a SSN.

reasons, such as driver license, F2 could get SSN. This SSN is not
for tax purpose, because F2 should not have income.
If f2 change the status to f1, the SSN woule be his/her SSN for tax
related issues. I mean exactly the same.
F2 could get an application form to INS when he/she apply for a DL
at DMV. That mean there should be some dept who send a SSN request,
either ISS or DMV. | a*s

The policy has been changed since last June, I don't think
F2 can get SSN any more since then. Even H4 (spouse of H1)
can't get SSN, they can only get tax payer ID. My wife got
it last May, my colleagues' wife couldn't get it in last
July, she was informed that the policy has been changed. | b*******r

an answer that no way for a F2 to get SSN NOW.
