Here is what I did for my parents(免面谈):
1. filled out 160--got confirmation number
2. go to https://cgifederal.secure.force.com/?language=English&country=China
to start 免面谈 application
3. stopped at visa fee payment (because I can't pay here) but got CGI
4. my parents made fee payment at the bank using the CGI
5. I went back to https://cgifederal.secure.force.com/?language=English&
country=China to complete their 免面谈 application using the payment receipt
number
6. got drop box confirmation letter
The bank staff was saying that 160 has to be filled out AFTER the fee
payment. Is that true? Anyone ran into the same problem?
It's so frustrating....

you need 160 confirmation number to go through the online process to obtain
drop box confirmation letter.
Wait for a few days before the clerk at bank knows the rope if you are not
in a hurry.
Everyone is confused at this point. |

did: I called the customer service at the bank and they confirmed that it's
the staff memeber who was wrong. My parents went to another branch and
submitted their application without any problem. |
