Normal processing time is 2.5 months.
Tried to creat service inquiry for out of processing time on-line, failed.
Called customer service, was told to create a service request but failed
because the normal processing time is now June 2, 2015, i.e., my case is not
outside normal processing time and it is at the California Service Center.

打电话去CREATE了service,状态也没变化。

response:
Dear XXXX,
Thank you for your inquiry dated August 27, 2015, regarding the status of
your I-539 - Application To Extend/Change Nonimmigrant Status.
After careful review of your inquiry, we determined that your issue will be
best addressed by the USCIS office processing your case; therefore, we are
forwarding your inquiry to the California Service Center. The referral ID
for this inquiry is XXXXXXX. The California Service Center will contact you
concerning your case once they have reviewed your inquiry.
As a reminder, if you move or are planning to move, please update your
address in your USCIS ELIS account at https://elis.uscis.dhs.gov/.

了CASE NUMBER,说31天内可以收到回复。不过31天后也要快5-6个月的时候了,估计也
要出结果了。不过是VT。
