other one is for the Consulate General. Below is a sample I used. Just FYI.

Sub: Request for tourist visa for my parents.
Dear Sir/Madam,
I, xxx, work as a xxx for xxx, would like to invite
my parents xxx and xxx, residing at xxx, xxx, P.R.China, to visit the United
States and stay with us for about six months.
The purpose of the visit is social as well as tourism. We haven’t seen each
other for x years and I really miss them. Due to my working schedule, it is
hard to find a good qualified period of time to visit them in China; so
instead, I decided to invite them to stay with me. During their visit, they
will stay with us at the above address, and we will bear all their expenses
including the round trip air fare to USA, food, housing, travel within USA,
medical insurance and all other personal expenses.
I will make sure that they leave United States before the expiration of
their authorized stay. Please kindly grant them the visa.
Please do not hesitate to contact me via telephone or e-mail if you have any
questions.
