你要看你的loan 是否已经卖给Freddie Mae or Fannie Mac,如果是，就符合。
另外你是否2009年6月1日以后没有做过reif,如果是也符合。
无论是primary house还是rental 都可以做。
这个计划要帮助那些2008年前后Bubble的时候买房的买到最高点，没有机会做refi的人

另外重要一点是不用order appraisal 了，如果条件符合的话，可不要错过机会了。
HARP 2.0 Program Highlights
Unlimited loan-to-value (property value is no longer an issue when doing
this type of loans).
NO Credit score minimum is required.
Appraisal is NOT required in most cases.
No PMI required if existing loan does not have PMI in place.
If PMI exists in current mortgage, it will be transferred to the new
loan.
No bank statements are required if you don't have any closing costs.
Income-and-debt ratio is easier.
Minimum income documentation is required.
All types of properties are accepted
All types of occupancies are accepted: owner-occupied, second home,
investment.
Eligibility Requirements
Existing loan must be a Fannie Mae or Freddie Mac loan AND was sold to
Fannie Mae or Freddie Mac before 6/01/2009.
Existing loan must be a 1st lien.
Loan currently is not in default.
Loan amount is equal or less than $625,000 (or is within the high
balance limits in that area).
Loan-to-value must be > 80%.
Existing loan is NOT a government loan (ex. FHA and VA).
Existing loan is NOT a reverse mortgage.
Here is some simple check points for you to qualify if you can do the loan
as HARP loan.
1) Check the loan was closed before 6/1/2009
If no, can not do HARP loan. stop here.
2) Check if the loan is owned by FanieMae

If yes, you can do HARP loan
3) Check if the loan is owned by FreddieMac

If yes, you can do HARP loan
4) Check loan to value ratio, if it is more than 125%, wait until March 19,
after DU/LP is updated to do no appraisal, no income/asset verification loan.
5) If you do not want to wait and LTV is less than 125%, still wait after 3/
19/2012.
