到底算穷人还是富人？到底该交多少地产税才公平？
prop 13是在混合模式上打补丁，想公私兼顾，出发点看似很好，但实践证明这个思路
和两房的设立类
似，只能产生怪胎，都注定要失败。它们的致命缺陷在于人为干扰了市场的正常调节机
制。
这个问题在天朝其实更严重。
回到prop 13，至少有改良的余地，例如税基传子女这一条可考虑去掉。 |

首先你无法度量必需与否。老太太三间房必需吗？四间呢？多大面积算必需，多大就不
算了？
老太太出租黑房，你又怎么查？
