要是sca5通过了，会有更多的低分劳模和黑人申请UC.
再过几年，加州就要立法规定UC不能歧视劳模和老黑的学生，不能让他们
的毕业率低于其他种族了。

的。会有另外的大学取代现在UC的地位。
