If one has to spend 1M more in PA to live in a house similar to Saratoga's,
but he can also sell it for 1.xM more years later, he might well go with the
PA
one to save commute time. All he "loses" is the interest on the 1M and the $
11k more property tax per year.
Of course in reality he simply picks the community he likes more and a
location more convenient for him. The extra money is almost 3rd order factor
because he has it and he won't lose it.
