洛杉矶国际机场被美国警方拘捕。
在获知7名作为证人的中国产妇和家属私自逃离美国后，河滨县联邦法院召集所有证人
、律师、国土安全部和移民局的代表召开紧急庭议。
然而，就在庭议前不久，另一对证人夫妇向律师发信息称，他们已于15日晚离开美国
，刚刚入境中国。
为防止更多证人逃离，联邦法官戴维·布里斯托决定收缴所有余下涉案证人的护照，
并将他们的资料交给机场移民局官员。此外，法官对私自逃回中国的证人签发了9张逮
捕令。
部分证人的代理律师刘龙珠对新华社记者说，这些逃离美国的证人违反法庭命令，涉
嫌欺诈，未来再难回到美国。而一旦回到美国，这些人也会立即被拘捕。
自称已抵达中国的证人当天还委托律师向联邦法官递交了一封信，表示只要美国司法
部门交还他们的保证金，允诺不对他们进行刑事检控，他们愿意短时间回到美国作证。
联邦法官当场表示不会和私自逃离美国的证人谈条件。
律师向检方提供了涉案产妇微信群记录。记录显示，涉案产妇称由于检察官和法官出
尔反尔，欺骗了她们，她们也将用同样的方式对待美国检方。
联邦法官布里斯托质问移民局官员，为什么这些已经登记在案的中国证人能够顺利出
境？移民局官员当场坦言：“我们更多地关注进入美国的人，我们的确把事情搞砸了。”
这9名涉案证人中包括5名产妇及其家属，分别来自5个家庭，均为加州河滨县优孕月子
中心的客户。他们此前都与美国检方签署了“转为关键证人免予刑事起诉”的协议，并
缴纳了5000美元(约合3.1万元人民币)的保证金。
3月31日，检察官查利·佩尔要求将证人滞留美国的时间由最初的1个月增加到半年以上
。生活已经陷入窘境的中国产妇及家属均表示无法接受。
经长期卧底取证，掌握大量相关证据后，美国多部门联合行动，于3月3日出动数百名
警力对加州近40家月子中心、接送公司以及相关诊所进行了突击搜查。这是美国首次在
联邦层面对涉嫌违法的中国孕妇赴美产子相关产业展开刑事调查。 |

Maybe these were signed without presentation or under duress. It's not that
easy to bring criminal charge to them. And if the police don't charge them,
they can't hold them and force them to be witness.
How come no report specified the time line when they were arrested, what
happened to the babies? Did the prosecutor use the babies to threaten the

t care about) US legal system than about being targeted because of the skin
color.
I don't care how the center owner was targeted. If they break the law and
the law agencies can build a case against them, I won't be on their side
just because their skin color.
But from what I can gather, no real criminal case can stick against the
parents who used the center's service. Having anchor babies are not illegal.
Now they have arrest warrant out on them.How long were the parents arrested
before they signed the deal to be the witness? I still don't understand how
they can be arrested from the beginning. Visa fraud? National security?

I am not a law professional. But I think in both US and China, the law didn'
t decide the exact number of years for a crime, but a range. No law can fit
into every crime anyways. And the court decide the detail. Every case has
its own specifics.
