The Alameda County Water District (ACWD) has proposed to raise water rates
by 30% (25% in 2017 and 5% in 2018)!
If you live in Fremont, Union City, or Newark, please take ONE minute of
your time to protest the significant rate increase.

MORE INFORMATION BELOW:
- If you DO NOT protest, you are voting FOR the rate increase. By law, ACWD
can only proceed with the rate increase if a majority of property owners do
not protest. That means you are supporting the rate increase UNLESS you
protest.
- Please invite all your friends in Fremont, Union City, and Newark to this
event to inform them of this issue.
FEBRUARY 9 PUBLIC HEARING:
- ACWD has set a public hearing on February 9 at 6 pm at their headquarters
at 43885 S Grimmer Blvd in Fremont.
- The Board will vote on final passage of the rate increase at this hearing.
- In addition to emailing a protest, please attend the public hearing to
voice your opinion.
INFORMATION ABOUT RATE INCREASE:
- The 30% rate increase will apply to BOTH the service charge AND water rate
on your water bill.
- This will be the 18th rate increase in 17 years. They raise our rates when
there is a drought and they raise our rates when there isn't a drought.
- In 2010, the service charge (the fixed fee) for most homes was $10.68. In
2018, the service charge will be $54.51, a 410% increase in 8 years!
- ACWD says they lost a lot of revenue because of the drought. Since the
drought started in 2010, their revenues are up 41% and hit ALL TIME HIGHS
last year.
- Over the last 8 years, ACWD's water costs have increased by $8.5 million.
HOWEVER, ACWD's largest cost increase have been labor costs, which have
risen $16.5 million (nearly twice as much as water costs) during the same
period.
- In the first full year after this rate increase, nearly half of the money
raised from this rate increase will be spent on labor costs, including a 3%
raise for employees, increased benefit costs, and a $9 million payment
towards employees retiree medical fund.
- Since 2013, ACWD customers have reduced water use by 31.7%. The public has
done its part to sacrifice during this drought.

justified, here are some facts about ACWD’s employee compensation:
– More than half of employees received at least $150,000 in total
compensation in 2013. [9]
– Employees have received annual raises since at least 2003. [10]
– Employees received a cumulative 21.7% raise during the Great
Recession years of 2008 through 2012 (tied for the highest raise given in
Alameda County government agencies). [11]
– Employees will receive a 2.5% raise in 2015, a 3% raise in 2016,
and a 3% raise in 2017. [10]
– Up until July 2014, employees received free medical, dental, and
vision insurance for their entire family. Employees currently pay only one
quarter of one percent of their salary for full insurance. [12]
– Management employees are reimbursed 2.5% of the employee’s
share of the CalPERS retirement contribution. [13]
– Management employees are reimbursed $500 a year for personal
Internet and cell phone bills. [14]
– Employees can earn an unlimited number of sick hours, which can
then be converted to pension credit at retirement. [15]
– ACWD has $66.4 million of unfunded pension liability. [16]

发帖数: 6504 | 10 过度使用溪流水导致鱼类栖息环境破坏在美国是犯法的。在加州，包括地下水只能借需
要补充回去。
前几年千年不遇的干旱损失/使用的地下水是天文数字。（地下水位下降）旱死的树也
是天文数字。卫星飞过都感觉到重力不同。还导致Napa地震。
这个回补地下水好像要在2040年代之前完成。要5-6年连续今年的降雨才能补完。如果
区域以内没有足够的水就得买水回来回补。
以上是我猜的。
