There IS
field change, EVEN in the static case.
Suppose the big sphere is R1 and final small sphere is R2.
Then, initiallly, in the space DELTA = { R1 > r > R2 } , E == 0.
Then inflation happens and during the process, the space DELTA
change from 0 to KQ/r^2, whatever r is. So u see,
this is the source of EM field. The energy source is from external force.
I think Microsystem's view in Energy is totally wrong.
there has some other source to push the ballon to thrink.

My solution is following:
The deflation means the acceleration and deceleration of the charge,
which induces the EM waves according to the Maxewell equations.
And, the EM waves will propogate in the vacuum.

Leave alone the logic if you don't have courage to admit your mistake.

I agree there is a radiation.
But, I don't agree the number you gave us since I don't think the EM energy
is conserved. Think about the osccilator that generates the TV signal.
There is a energy trandformed into EM energy.
If you do care about the amount of radiated energy, you can do following excise
A charge accelerate from static to 1m/s in 1 sec, then decelerate to static
in 1 sec again. You can calculate the radiated en
