Prosecutors have now charged the owner of Rainier Foot Massage with
promoting prostitution in the second degree.
Investigators said Lui Wei, the 45-year-old owner of the massage parlor,
ordered his two employees to perform the acts and charge lofty "tips", then
paid the workers only a very low wage in exchange.
Detectives who made a number of undercover visits to the parlor at 4204
Rainier Ave. S. said they were offered sexual services each time since the
investigation began in June.
One detective said he was asked whether he wanted "a full massage," which
would cost him "forty and forty," which meant, in the words of the masseuse,
"Forty massage. Forty tip," according to the statement of probable cause.
The masseuse then pointed to a the detective's groin area and made a hand
motion indicating a sex act, the detective said.
Investigators said they asked the masseuses to have intercourse, but the
women refused and offered only to perform sexual acts on the detectives.
However, they reported having seen used condoms in the trash in the parlor's
bathroom on more than one occasion.
Wei was arrested at his business on Oct. 11. A search of the shop turned up
more than $11,000 in cash and evidence of money transfers having been made
to China. Investigators said Wei, who is from China, has been in the U.S.
for less than a year.
When questioned by investigators, Wei said business had been very slow.
"Wei was unable to provide any explanation of where and how he came in
possession of the large amount of cash that was seized," the document said.
Wei told detectives the massage parlor was his only source of income.
On the day of Wei's arrest, undercover detectives decided to run the massage
parlor from 10 a.m. to 10 p.m. During that time, the shop saw seven
customers, six of whom offered to pay money for sexual acts, investigators
said. All six of the sex act-seeking clients were arrested.
Wei is being held at the King County Jail on $25,000 bail.
Police also arrested Wei's two employees - 47-year-old Gaicui Zhao and 41-
year-old Ju Dong, but they have not been charged. |

So the new boot on the car law that the mayor is putting into effect for
unpaid car tickets are going to pay for some cops happy ending massages?
What a sting operation this was, however STING isn't the appropiate
adjective I bet.
What a joke. Theres women cutting babies out of other women, gang bangers
shooting cops, a whole school hooked on heroin and drunk drivers and we are
focusing on a massage parlor that is giving its stereotypical happy ending?
What a waste of resources. |
