The groups which are making money for the company don't get any raised. The
group never generate any profit for the company get raised.
To compare the salary with Google, you also need to look into that Google
has more less employees than MS and it generates more profits than MS.
Divided by total employee number, every Google worker generates more value
for the company than every MS employee. So every employee definitely get
paid better.

1. bing/wp7 are strategic investment and need heavily investment
that's why they have tons of cashes to burn and spend
2. Other teams are just cash cow, no need to invest heavily and so...
