请问，这种非箭头的红灯，可不可以右拐？看到很多车右拐，我也右拐，却吃了video

right turn only" sign around the light. Does that mean the light is
essentially the same as an arrow light, or it still allows us to turn right?
Try to figure out, whether my ticket is for "turn right when I should not
turn", or "turn right without a full stop".

但据说要在线内停够至少3秒，才不会被拍照

So for all those signs, regular red light + right turn only sign, it is
still ok to turn right, but need to stop 3 secs. Is that right?
is there any link to this rule in WA driver's license department? thanks!

there is a "right turn only" sign.
btw, this is when I drove along NE40, from east to west, and try to turn
right to 156ave north bound.

that sign only tells you the car in that lane must turn right,that's it
and if u need to stop or not before turn right is merely based on the light
only...
