西一般是vb／powershell 还是c＃ 写得比较多？
要求是尽量不要装runtime environment比如java，dot net framework之类的东西

You need to be more specific. Which version of Windows are you talking
about? .net already ships as part of Windows. So you can most likely run .
exe written in c# without installing any addl runtime. C++ works of course
since its native to Windows.
Powershell is very common especially for enterprise admins.
