thing or not but laying off in HR is definitely the right thing to do - so
HR can save money not paying so many people where all they do is creating
yet another review system that's not so different from the last one, and the
rest of the company can save money not having their employees spending time
on familiarizing themselves with yet another review system (which is a
worthless thing to do).

装模作样的编码，必定要采取措施解决这个问题的。以后必定还会有大批的老一辈被裁
