去温哥华签证可以，但要考虑你签证的类型，做好万一被check，一时半会拿不到签证
不能重新进入美国的准备。

Chinese embassy? why is there issue to re-enter US? and is there really a '
check' thing by Chinese embassy?
US embassy? we don't have US embassy inside United States territory.

That's way I answered in two lines.
If LZ is a US passport holder that needs Chinese visa, the consulate doesn't
do visa service when they come to Seattle.
If LZ is a Chinese passport holder for US visa ( from Vancouver), depends on
visa type, a lot things need to be considerated as I mentioned above.
