The following is an email I got today from Bellevue City.

In regards to your concern, “Alternative 2B” has not been eliminated from
consideration from the ongoing EIS process. You may be responding to PSE’s
indication, as the project proponent, that it has identified a 230kV above-
ground transmission line as its preferred alternative. While PSE has
identified this preference, the EIS will examine reasonable alternatives to
the project, as well as a no-action alternative. The Final Environmental
Impact Statement (FEIS), including details from Phase 1 and Phase 2, will
analyze those alternatives against the project objectives described in Phase
1.
From now until May 31, 2016, we are in the scoping comment period for Phase
2 of this EIS. During this period, the public is asked to provide feedback
about alternatives that may have a lower environmental cost than the project
proposed by PSE. Following conclusion of the Phase 2 scoping period, the
cities will complete Phase 2 of the DEIS, which is a project-level
evaluation of PSE’s proposed Energize Eastside project, focused on design
and construction impacts and mitigation measures for project-level
alternatives.
The best way for residents to engage in the Energize Eastside discussion is
to take part in the EIS process. On April 14 the Phase 2 EIS Scoping Period
began, which gives residents a 45-day opportunity to provide direct feedback
on the project and suggest alternatives that may meet PSE’s stated
objectives with a lower environmental impact in one or more areas. These
comments will then studied in the Phase 2 Draft EIS.
Your comments can be submitted orally at the public meetings including one
at Bellevue City Hall on May 17, from 6-9 p.m., online (info@
EnergizeEastsideEIS.org) or in writing at any time throughout the scoping
period, ending Tuesday, May 31. Your initial communication to the City
Council has been forwarded to the Environmental Coordinator and is
considered a comment on Phase 2 scoping. The council strongly urges all
residents to participate.
