FIFA should have the exact words "cleats" before. Maybe in year 2011 law.
Just as shown in that backchina article.
But later, FIFA realized there are many other serious fouls than cleats
hitting, so to be more complete, they broadened the definition to "with
excessive force and endangering the safety of an opponent"
Thus, even though in the current law of year 2016, the law of FIFA does not
have the exact word "cleat" in there, it actually contains it implicitly.
In addition, nowadays, that cleat hitting is serious foul is already a
common sense, for example, in many news and comments.
Does this make sense?

opponent very very hard with the residue force after touching the ball,
where the residue force is still too large that still hurts the opponent.
Nowadays, the referee can still issue the red card to the tackler. Why?
Because of the excessive force endangers the player.
Player safety is paramount in games.
