which is a subset of postscript that describe only one
page of graphics.
eps files gives you bounding box, which is what LaTeX want and
is not available in postscript files.
You are using a old package to inport graphics into LaTeX.
The better way is to use graphicx package whihc is available
from CTAN(ctan.tug.org).
The syntax to change size is:
\includegraphics[height=4cm]{file.eps}
\includegraphics[width=3in]{file.eps}
