to restrict the CDrom access to local user, but not anyone from network.
Generally, local admin can use \\machinename\d$ to access D drive from network,
If D is a cdrom, then cdrom can be accessed from network. This options
blocks it. It is disabled by default to WinNT.
If you enable it according to what author says, you will restrict
access, and this won't relax any security policy to be able to
have othe ruser write CDROM
