人认为只有拥有工卡或以上的才能称得上authorized to work in USA。曾经想给我们
这附近的一个美国人打工，他问起我这个问题，后来仔细查了一下相关规定f-1是不容
许off campus打工的，所以也就不authorized to work in USA。That's it. |

As long as you can get authorization in the future like, CPT, OPT, I would
answer Yes while filling out the application.
This is to protect you from being banned in the application round.
HR will always ask you the details in the first phone interview. If you say
No in the application, you won't get an phone interview at all.
