many top experts. To maintain the reputation of such a program, you have to
hold all the Ph.D. students to a high standard.
Unfortunatley, only top-tier programs do this. The purpose of qualifer is to
ensure a Ph.D. student has mastered fundamental knowledge and is ready for
research. I remember when I was a Ph.D. student, our department kicked out
students every year due to failure of qualifers. It's normal. A good
