If you don't have an agent, try to work with listing agent, then you can
pretty much get the best deal.
Check for property tax or association fee?
If you are intended to buy as an investment, make sure check the association
and see if you can rent it. and then go to craiglist to find the rent idea
for similar property.
This looks like a short sale. Sometime, short sale could be a real pain for
closing.

i have checked the place. it needs a bit work (20k).
association 400 + tax 200 + untility 100 = 700
the average rent price should be around 1100. unless its price appreciates,
it does not pay for itself.
the asking price for similiar units is above 170k currently.
