Because, at that price, splk is BEARISH
You can buy again when it drops 10 point to about 39

BUY SIDE: Public bears (i.e. shorts) who got scared by the price rise and
covered
SELL SIDE: MMs who shorted to the BUY SIDE after gunning (triggering) the
latter's buy stop orders.
