This has been addressed in a previous comment.
They are not participating in the BABA IPO means that they are not involved
in putting the deal together and they have no inside connections to get
shares for their clients BEFORE the stock starts trading publicly on the
NYSE the first day.
Everyone will, however, be able to buy Alibaba stock through all online
brokers, including E*Trade and Ameritrade, once the stock starts trading
that first day.
