TDAmeritrade got 28% of the stock sell to IRS from my account (a lot of
money for me!!!). Wonder if this money can be refundable? What exactly the
backup withholding is?

You probably need update W-9 or W-8 form with your broker to avoid backup
withholding.

Thanks. TDAmeritrade should ask for W-9 in the first place to avoid it. I
feel they are not caring much on client's feeling. Anyone has such
experiences? Wanted to switch.
