As Russia’s brutal invasion of Ukraine continues, it looks increasingly
likely that, sooner or later, Russian troops will occupy much or all of
Ukraine. Faced with that prospect, U.S. and allied policymakers have no
doubt begun to consider what measures can be taken should that come to pass,
especially given the likelihood that a determined Ukrainian insurgency will
continue to resist Russian occupation.

Three weeks into Russia’s brutal war in Ukraine, things are clearly not
going as planned for the Kremlin. Except for Kherson and Melitopol, the
Russian military has not captured any major Ukrainian cities. Russia’s
advance into Kyiv has been slowed by logistical failures and resupply
problems, and high numbers of casualties appear to be taking a toll on
Russian troop morale. Russia’s air force, for its part, has failed to
establish air supremacy over Ukraine, a shocking misstep that leaves Russian
ground troops exposed to aerial attacks and complicates Russia’s ability
to conduct aerial reconnaissance and bomb Ukrainian forces.

In his address to the U.S. Congress this week, Ukrainian President Volodymyr
Zelensky called for expanded U.S. support, including additional weapons and
a NATO-imposed no-fly zone, as his country continues its fight against
Russian invaders. But even as they fight, the Ukrainians are also exploring
off-ramps to end the conflict—including possibly accepting the idea of
neutrality. Neutrality is a status in international law under which a
country commits not to enter international security alliances; for Ukraine,
it would likely mean renouncing a future in NATO and not allowing foreign

conventional forces looks like it might be reversed or the conflict becomes
protracted.”
