The definition of non-resident is a bit twisted. If you're a foreign
student, you file tax returns as "non-residents" (thus form 1040-NR),
even if the fact is you actually live in the US and are actually
a resident.
The definition of "non-resident" at the banks may be different.
I don't remember ever filling up forms you mentioned at any bank.
I still receive an annual interest report from the bank, attach it

1040NR instruction 第7页开头是将了:
but do not include INterest from a US.bank ......
because the interest is not effectively connected with a US trade or
busniss.
如果你选择不填interest in both lin9a and lin9b in order to avoid
the tax, 你就是选择把interest 当成 not effectivly with a US trade or
business. 根据 page 6 关于lin9a 的说明,你要在page 4 of 1040nr 填上
利息, 中美的treaty from pub 901 是10%
就是说你要打 10%的fed 税
