I am applying ITIN for my parents. The IRS employee told me that I need to
attach 1040 in order to apply for ITIN, however, I thought I need ITIN to
file 2008 1040. Anyone knows what is the proper procedure?
Also, for the reason to file W-7, should I check d or g?
Related question, should we get notarized photocopy of passport here in US
or I should wait for my parents back to China and get notarized copy in
China?

also, I heard that the copy of parents passport is only valid if notarized
at IRS. Is that true?
