I doubt you will find one. In your contact with IRS, you are very likely to
provide some very sensitive personal information. Email is not a secure
communication method for such information.
You should either call IRS or write to them. Think about it: if you are to
write an email, why not just make it a letter, print it and spend 42 cents
to mail it.
