For fun/fantasy racing games, you can also take a look at
Sonic & All-Stars Racing Transformed
These have local split screen co-op on PC, but are usually not officially
supported on Win 10 but only on Win 7/8. However you should be able to tweak
settings to play on Win 10 (google before buying). Certainly they are much
more native than simulators of consoles and perform much better.
Unfortunately, newer racing games on PC such as Dirt Rally, Project Cars,
Forza Horizon 3 don't support local split screen.
