经建会8月中将公布每两年统计一次的人口推估报告，经建会官员昨（3）日透露，由于
台湾生育率下降较预期快，出现超少子化情形，未来除了总人口减少外，劳动人口也将
减少。学者推估，依照目前的生育率推估，人口负成长恐将提早在106年之前出现，比
经建会二年前预测的数字提前二年。
经建会强调，台湾超少子化的出现，与近几年结婚与生育年龄双双延后，及有偶妇女比
例下降有密切关联，要提升生育率，政府研拟中的策略，包括：国民年金、全民健保、
育婴留职停薪津贴、税制改革、促进就业、及吸引专技移民等。
经建会上次公布人口推估是95年时，当时推估「人口高峰」将发生在107年，总数大约2
,323 万人，也就是民国108年，台湾人口就会开始负成长，「高龄化社会」则会在民国
106年来临。
日前台湾第2,300万人出生，内政部数据显示，距第2,200万人出生至今，竟长达九年才
增加100万人，创下历来人口成长最缓的时期。经建会官员不否认，即将于18日公布的
人口推估最新统计，出现人口负成长时间恐怕 |
