The Bush administration will not seel submarines. As for Blackhawk
helicopters, maybe next time (which means not in Bush's term). Sale of

Financial Times report, VOA Chinese had published

I say this becasue VOA does not mark the exact time when it publishes a
report. My note above helps to decide a timeline: the Financial Times report
is the latest--and hopefully the most correct.
