Ma administratin dreaming once again. The news reports did not state clearly
that the attached was merely a PROPOSAL, which was not approved of but
NEEDS to be, by theLegislature, which may change part or the whole of the
proposal if it (Legislature) is in favor of the proposal at all (which I
doubt, for KMT has had absolute control of Taiwan Legislature since 1945--if
the Legislature did not ratify the same measures bef
