4.0.

According to radiometrix, a strong X player (90% winning ratio)
is equal to an average X+0.5 player. LZ's winning ratio is 70%
over solid 3.5 players (which means those players wins about 70%
in 3.5 league), which indicates he is fairly near average 4.0
already.

I didn't say "A strong X player (90% winning ratio): is equal to an average
X+0.5 player." I only said "Per my experience, top 10% 2.5 is the mid pack
of 3.0". This doesn't apply to other levels. Especially, top 10% 4.0 is no
way to be avg. 4.5. Also it various from areas.
Regarding OP's question, first you may want to make sure they are really
solid 3.5. Do they play USTA with 60% or above winning records? Have they
played in local playoff final? Something like this should be
