但是买家只要2层。于是BUILDER把邻居的房子
向我的房子靠了一些,就可以盖了。
可是现在,只要下大雨,邻居家二楼屋檐的水,家直接跨过篱笆,
奔涌向我家,落在我家篱笆院子里。
不知道这种情况,我能做什么。实在是觉得很不爽。

If it is temporary structure, the easement is not applicable as long as
there is nothing goes beyond the lot boundary such as gutter, the pavilion
bracing etc.
Another easement is called 5ft area easement, this is applicable to
utilities line, for example, if a power pole is inside your fence, no
permanent structure should stay within 5 ft horizontally and 20 ft
