标 题: O编辑总结:关于此次SCA5中华裔参议员投票伤害华人利益的一些思考

这段时间里所有关于SCA5讨论里最让北美华人愤怒的,也许就是三个华裔参议员对这个
明显能够伤害亚裔,尤其是重视教育的华裔议案投赞成票这件事。 正如“80-20”组织
领导人吴仙标博士所说“80-20非常警惕, 某些亚裔政客,违反了最基本的民主原则 —
为自已的选民服务 。民选上台的官员们应该代表的是他们选区的民意。这三位参议员
却以为新移民们不懂美国政治的原则,可能为了自已政治的前途,而背离了自己选民的
利益。”而这件事也让大家指出长久以来美国华裔参政的一个大问题,为什么不少所谓
“华裔希望”华裔政客上去以后,不能代表华裔利益主动提出对华裔有利提案不说,还
主动充当猪队友来坑华裔呢? 这篇文章小O就来小分析一下成因。不过在分析之前,让
我们先来看一下这三位华人参议员以及小说他们在SCA5前后的表现:
余胤良 Leland Yee, 加州district 8 参议员(选区构成:44.6% White,3.1% Black,15.
6% Latino,33.3% Asian,0.4% Native American,0.9% Hawaiian/Pacific Islander,1.
1% other), 上任后提出禁鱼翅法案并获得通过,造成很多中餐馆老板损失惨重, 今
年中期选举也是加州大选年,他想去竞选州务卿,但是整体来看希望不大。
劉雲平 Ted Lieu, 加州district 28参议员(选区构成:45.1% White,6.8% Black,30
.0% Latino,15.2% Asian,0.5% Native American,0.71% Hawaiian/Pacific
Islander,0.8% other),关于他偶不太熟,所以不予评价,但Ted Lieu今年想去竞选
美国联邦国会33rd District的众议员,他新的选区的组成人口结构:68.5% White, 2.
8% Black, 13.5% Asian, 11.2% Hispanic, 4.0% other (资料来源:http://en.wikipedia.org/wiki/California%27s_33rd_congressional_)也就是说,如果没有亚裔和白人的支持,他肯定希望渺茫
劉璿卿 Carol Liu, 加州district 25 参议员(选区背景:45.8% White, 8.0% Black,
7.7% Asian, 35.3% Hispanic, 3.2% other),老公是Michael Peevey,President
of the California Public Utilities Commission (CPUC), 她还是Chair of
Education Committee,今年选举双号议院选区面临重选。Carol Liu在单号选区,所以
她现在参议员的位置会不变化。
SCA5以后,这三位议员的Facebook 遭到了华裔同学们铺天盖地的“亲切问候”,如果
有祖坟的话,估计都能冒黑烟了。。。而由于三个人的选情不同,他们的表现也不同:
Carol Liu今年没有重选压力,加上她所在区亚裔最少(7.7%)拉美裔最多(35.3%)所
以在facebook上公开支持SCA-5。这是她对大家对她家长辈亲切问候的回应:(地址:

“Thanks for your comments. SCA 5 passed the Senate 27-9 on January 30, 2014
. I voted “aye.” There has been a significant drop in the percentage of
enrolled minority students at both University of California and California
State University campuses. The proportion of underrepresented students
eligible for U.C. and C.S.U. has not kept pace with the proportion of the
high school graduating class that they now represent. SCA 5, if approved by
voters statewide, would delete outdated barriers in the state Constitution
to helping these students enroll in higher education.”
摆出了老娘就是支持卡华裔机会给“underrepresented student” (说白了就是老墨同
学们)你们能拿我怎么样?这个言论一出,招致了更多的批评,尤其是她赤裸裸的把拉
美裔划成少数族裔(minority)而无视了拉美裔在加州总人口比例高达38%和白人(39%)
相差无几是事实主流人口,而相比之下亚裔(15%)和非裔(6%)才是真正的少数族裔
的事实。在大家铺天盖地质问如何定义少数族裔的情况下,她最后采取了删除上面回复
的做法。
Ted Lieu 今年选情紧绷,尤其是新的联邦国会选区里亚裔占13.5%,拉美裔只有11.2%
,但是自己现在州议员选区里拉美裔却有30%,这种情况下他无论说社么都是两边不讨
好不说,还可能都鸡飞蛋打啥都拿不到,所以现在只敢在facebook上删别人的评论(网
友初步统计删了300多条)。
Leland Yee 竞选州务卿估计本来就希望不大。加上他选区里有高达33%的亚裔,所以干
脆在Facebook上沉默不言,并通过传统媒体表达“这一法案不会影响华裔入学机会”这
种估计说出来都不信的话。
说完了这仨的情况,让我们进入正题,来说说为什么会出现上面所说的情况:
一.“融入”+“自恨”心理:
来美国一段时日对在美国各种族有所了解后,相信大家不难体会美国是一个“输什么不
能输嗓门,掉什么不能掉气势”的文化。无论有理没理,只要声音高,就有人信的国家
。 不信,随便问问,看有几个觉得拉美裔是“underrepresented minority”而亚裔是
“overrepresented minority”的。 可亚裔除了成绩好外,在社会资源上(如国会议
员数量,各大CEO数量)真能和拉美裔比么? 那为啥人们有这种心理?答案:1.宣传。
2.亚裔嗓门不够大。 不仅如此,亚裔,尤其是华裔特有的“融入”+“自恨”心理是主
要原因。 无论是上次的JK杀中国人事件还是这次的SCA5,都有为数不少的人蹦出来让
华人反思自己问题,JK里面反思的是华人哪里不对以至于人家想杀华人。 以至于有朋
友惊讶的说“那些努力证明ABC电视台该说杀光中国人的华人,是不是有点神经不正常
?你们为什么想要证明白人有权商讨是不是要杀了自己?是不是有点“别把我当人”的
自我作践?可是别连累了我们这些还想活的华人。“ 而这次SCA5里更有人让华人反思
“我们是不是太能读书和考试了”我了个擦,我们努力读书和考试都是错的了? 难不
成我们应该努力抽大麻和抢劫?然后哭喊着要肤色比例分配就对了?这是哪根筋不对了?
而这种“自恨”心态的核心就是某些华人对自身文化的自卑和对“主流社会“融入的追
求。由于想“融入主流”就生怕自己的文化“冲撞”了“主流”,在人家拉美裔重拾文
化信心努力学习/保持西班牙语的时候,在人家各种族都拿着自己族裔做骄傲的时候,
咱还有为数不少的中国父母试图让孩子“学习纯正英语”而不学汉语,以免让汉语“污
染了学习英语的环境”。不信?你看现在所谓北美成功人士的娃们有几个会汉语的?
此外就是拼命的模仿“主流社会”原来是白人,现在主流换拉美裔了,就有像Carol
Liu这样的奇葩捧人家的脚的,人家Ed Hernandez那本来就是得罪华裔讨好自己的族裔
天经地义,你一个华裔参议员我们不求你能提啥对华裔有利提案,能不能别人家坑我们
的时候也跟着投赞成票啊? OK,你说投反对票会有党内压力,那弃权行不行? 反正只
要凑不够26票,SCA5就出不来么(3个华裔参议员都弃权,那也只有25票无法通过)
在这种“融入”+ “自恨”的心态下,不少人都养成了自轻自贱的习惯,即拿着别种族
的标准衡量自己。生怕做的不像“主流族裔”美其名曰 “when in Rome, do as the
Romans” 或者“入乡随俗”,却忽略了这种尊重是要相互的,所谓“学我者生,似我
者死。”在美国这个强者为尊的社会里给人跪下去当孙子不会让其他族裔以为你是尊重
他们,而会真把你当孙子。在自尊为前提下博弈共同能接受的方式方法才是真正的交流
之道。可惜某些华人并没有学到。也是我以前提到过的“犯法时候无法无天,被抓以后
躺倒任锤”的情况。
而长期所谓美国“个人主义+完美制度”的幌子也迷惑了很多华人,这些华人天真固执
的认为, 美国的社会规则是正义的:努力工作学习,就会过上好生活,实现美国梦。
因此只要做好自己一亩三分地,老婆孩子热炕头,就是”自由“了。 拿着选票为了自
己的”意识形态“”政治理想“投票了,就是”民主“了,可当人家靠抱团投票把种族
份额套在头上的时候,很多人才觉醒,尼玛,原来努力抢劫也可以的; 努力哭闹也可
以的,会哭的孩子有奶吃; 努力给别人制造麻烦要求别人出让利益也可以的;卖淫卖
笑也可以的; 欺骗也可以的;暴力也可以的。。。
因为,美国的社会制度说到底就是 种族丛林博弈,弱肉强食争取生存资源的制度。 君
不见美国白人同学来北美大陆的时候何时对印第安人入乡随俗过?
也正是长期在这种融入+自恨+不抱团的思路下造成了华人群体成为了一个不被美国重视
、不引人注目的群体。尽管有这么多”成功人士,出名人士“,但有几个是真正给华人
这个群体赢得尊重的?遇到华人集体要发声的时候,这些人一个个到哪里去了?按理说
,按华人在各名校比例来看,应该有华人在主要媒体工作的吧?但那些人不想、也不敢
替华人说话吧? JK的游行,SCA5的宣传,且无论看法如何,是个事件,总应该报道吧
?可人家不理你,就当你是透明的,连消息都不给你发一个。
再回头看看那些华人政客,有几个真正代表了在美华人的利益?当主流电视台问 "
shall we let Chinese to live"的时候,华人政客有几个发声了?无论是赵小兰还是
骆家辉,他们究竟是华人?还是有华人皮肤的香蕉?这种少量的,靠党派赐予的,农转
非式的花瓶式华人政治力量必然无法为华人争取权益。 说句不好听的,他们连漂白自
己都来不及,更何谈给华人谋利了。话说一句,赵小兰老公Mitch McConnell 现任肯塔
基州共和党参议员,参议院少数派领导人。属于能靠一己之影响力改肯塔基州宪法的主
。就这么强一人物还会被质询是否因为有个中国人太太(赵是"民主自由"台湾裔,生在
台湾,长在台湾,上学在台湾,不过在不少美国人眼里没区别)和"中国走的太近”,
就不要说其他政客了。
因此说,如果华人不能够组织起来,学习游戏规则,并用游戏规则保护自己,那么没有
SCA5也会有SCA6,7,8… 你知道SCA5 过去已经是两次作为独立议案被州长否决了么?
(一次施瓦辛格,一次是谁小O忘记了:-P) 也正因为如此,Hernandez 才选用的州长
无法否决的宪法修正案方式提出。 以期待能在公投中获胜。
如果说反思,华人真应该反思的是:
1.我们华人 在Berkeley有30%+的毕业生,为什么只有3个加州参议员?为什么这3个人
都不帮自己人?
2. 天天讨论贫困线,大房子,为什么没控制几个大公司?
3. 买买提湾区贫困线据说是一年一家50万,是加州户均收入(6万不到)的9倍多,有几
个人拿几百几千块支持选举?州议员不是奥巴马,要合法拉拢一个的价码估计也不会太
高。
4. 其实读不读Berkeley是小事,这次黑我们的这几个议员好像也就是Cal State毕业而
已。关键是哪个国家都没有长治久安,华人现在过得不错,一旦政局有变,有钱无权就
是案板上的肥肉,到时候大房子、名校文凭有什么用?德国犹太人,印尼华人都是前车
之鉴。
二. 华人缺乏组织的同时,对政治资金控制不够热心。
可以说华人整体经济情况还是不错的,不过也正因为不错,加上对政治不关心,就极度
缺乏选票集中度和政治资金集聚。 简单一个问题,有多少华人过去有每年捐1天收入当
做政治资金的?恐怕寥寥无几。 在这种情况下,真正为华人牟利的社会组织就会很缺
乏。毕竟靠捐助维持的社会组织必须有稳定的资金供给才能运行。 这种华人不愿意捐
钱给华人组织 代表华人利益社团缺乏无法引导资金给代表华人利益
的候选人没有代表华人利益的政治家上台 就是一个恶性循环。也正是这种情
况下,靠党派提拔的“花瓶议员”自然就容易占据本应该属于代表华人利益的政治位置
。尤其是类似Carol Liu这类的靠着一张黄皮忽悠华裔选票,真正遇到利益的时候以自
身利益而不是族裔利益为优先的政客才能爬上去。
所以说,解决方法就是近期内通过网络有意识的去组织本地区到全国的行动,各地区互
相支持,共享资源,无论是上次JK事件还是这一次SCA5,华人组织都在尝试通过不同申
诉平台发声,试图联合其他族裔,借助其他政治力量去帮助我们发声。这些都是过去华
人维权的活动中没有的。对于极少参与政治活动的华人这些宝贵的经验是不可或缺的。
华人在各地区还出现积极参与和组织的带头人和组织,这些人都是自发站出来的,他们
很可能就是未来华人活动的骨干,甚至领袖。而华人自己也应该主动为这些组织捐款,
不多,一天的收入就好。 当然,同时也要主动监督这些组织财政的透明及议题的运作
。这样才能由地方到全国的为华人维权。
同时要把族群利益,而不是意识形态放到第一位,SCA5出来以后有拼命维护民主党的,
有讥讽为啥不选共和党的。我们要充分看到,民主党和共和党都不能代表我们利益。
92年只有60%的华人选共和党不代共和党不去和白人极右势力拥抱反对中国移民尤其是
亲属移民,08年80%的华人选民主党不代表民主党不会出SCA5这种法案。 很多时候联邦
层面和州乃至地方层面是不同的。 一定要把利益放第一位,在不同层面支持有利于华
人利益的政党。现在看来,加州目前的选择是共和党。而日后若形势有变,可以改党支
持。比如,如果亚裔被划为AA中的被照顾对象,就要毫不犹豫地站到民主党一边。正如
黑奴是共和党总统解放的。但不妨碍黑人支持民主党。利益使然。否则只看着“减税”
“平权”一类美好的字眼只能被忽悠的找不到北。
长远来看,华人也需要努力自强,以前老华人更多的是考虑教育子女,辛勤工作,积攒
财富。但是在美国待的时间越久大多数华人越觉得这些是远远不够的。去提高本民族的
生存和生活状态,对孩子不光只是教育学习好,会弹琴,也要推体育,推胆量和气魄,
推为人处世,团结别人的能力;喜欢孩子养的起的就多生,数量取胜,很好,喜欢精英
教育的,哪怕只有一个孩子,质量优先,也很好;不管在学校,在企业,在政府,华人
都应该自己人给自己人搭台,一个带一帮很好,大家抱团也很好;一边抗议发出声音,
一边努力参与发出声音,一边真刀真枪的武装起来保护自己。这样的未来才是一个让人
值得期待和实现的未来。

三. 建立奖惩制度,为后来者戒。
这次SCA5事件中,在铺天盖地抵制三个华人参议员呼声中也有很多同学站出来说要理解
这三个丫的难处。不要内斗把他们搞下去,否则代表华人的人数更少。 我个人认为这
是很圣母心的行为。
1. 底线问题是敌我问题,不是内部矛盾问题。
华人参议员作为华人,不论党派信仰如何, 如果在这种关键问题上不为华人出力,背叛华
人利益, 就是华人的内奸. 这三个华人议员,名为华人,实际上干得是对危害华人群体利
益断子绝孙的事情. 如果这种内奸在犹太人群体中,早就被犹太人内部处理了. 我们能
想象某犹太议员说,大屠杀是有一定道理的,我们犹太人要想想我们怎么对待德国的么
? 一旦出现这种身居高位却坑害族群根本利益的情况,那么换人是必须的,否则只能
鼓励更多的华人政客拿华人根本利益出来卖做自己的晋身阶梯。
要知道,余胤良 Leland Yee 上台就提禁鱼翅案,很多餐馆老板虽然不满,但是也没有
鼓动的像SCA5一样。 这个“妥协”一下我们还能忍,现在拿着子孙后代的利益来为自
己换政治资本就是不可忍了。 无论他们的借口是什么。民族,肤色绝对是“红线”,
SCA-5绝对是带有歧视的,那么赞成票就是背叛(你丫不能投反对票,弃权行不?),
就应被华人清理门户。 要知道,这三个参议员竞选的时候肯定曾在华人圈子拉选票,
既然损害华人利益,他们和其他族裔参议员有什么不同甚至更坏?那9个投了反对票的
议员更值得拿华裔的投票。
这种不要和稀泥,华裔议员不为华裔说话,支持他们有何用?这些叛徒在台上对华人弊
大于利。 尤其在SCA5在这件事上,华裔的核心利益是很清楚的。哪个华人议员伤害了
华人的利益,华人就要把他选下去。取代他们最差也就是继续伤害华裔,不会比现在这
个更差。
跟政客讲道德,那是缘木求鱼。跟政客只有政治利益可讲。你要敢伤害华裔的核心利益
,我们就用选票,用政治捐款打击你。这一点对民主党的政客是这样,对共和党的政客
也一样。
长远来说,只要华裔坚持投票惩罚伤害华裔利益的议员,迟早有保护华裔利益的议员会
被选出来。
政治上如果不懂惩罚冒犯你权力的人,你就一定发言权都没有!
2. 投下他们并不是说华人就不拿出属于自己利益的华人议员。
现在加州议会里华人仍然偏少的事实实际上被忽略的,这里才是应该我们要求平权的地
方。 而这三个下了以后,我们正好可以以没有华裔议员为口号要求平权。没了张屠户
,爷还不吃杂毛猪了不成? 把几个有限的名额给这种人占着,有名无实反而更差。既
然不拉屎,就不要占着茅坑。而且投下他们也是为未来华人议员为警:
对于动了华裔核心利益的华裔政客,选谁也不能让他上台。
这样长远讲能防止此事再有。近期也可以要给那几个华裔众议员一个信号,don't mess
with Asian。如果他们能投反对票,这个法案在众院就通过不了。这样做是有积极意
义的。如果他们敢在这种议案投赞成票,他们将来绝不会得到华人的任何一张选票就足
够了。
拿Ted Lieu为例,他现在有两个对手,一个是民主党党内的Wendy Greuel,实力非常强
。民主党初选,大家要尽力支持Wendy Greuel,尽量把Ted Lieu封杀在初选之中。
如果Ted Lieu过了初选,也将是个争议人物。他的主要对手可能是独立候选人Bill
Bloomfield。Bloomfield 2012年拿到了46.04%的票。那时候华人应宣传Bill
Bloomfield。
就算Wendy和Ted在SCA5上政见相同,看到Ted因为触犯华裔亚裔核心利益被选下台,她
还敢继续对着干吗?对着干,可以,下场就是和Ted一样,竞选更高职位的时候被搞掉
。为什么老话讲杀鸡给猴看,这就是目的。
3. 亚裔现在实际上是香饽饽而不自知。
现在加州的构成是白人39%,拉美裔38% 亚裔15% 黑人6% 这个比例说明什么?
如果亚裔都投某人的票,他不一定能赢,但是如果都不投他的票,他几乎铁定要输
这种位置应该是各方拉拢给香饽饽的位置。 但是现在却被生生玩成了被欺压的位置。
。。就像这仨华人参议员一样,这仨如果能投反对票让SCA胎死腹中,不仅能为华社长
脸,扩大亚裔影响力。 而且也会让民主共和两党都更重视。 别说什么被民主党打压,
民主党是拉美裔开的? Hernandez 不是说拉美是少数族裔么,尼玛给他个人口统计让
他自己看谁才是少数族裔。 告诉他别打着AA旗号玩多数人压迫少数人,共和党发现能
合作对象不会有资源调入鬼都不信。民主党白人真心支持这个法案的能有几个? 长远
看对他们三个更好,可惜这仨猪队友生生的卖成了“华裔议员为了能选上把自己族裔利
益卖了求其他族裔开心”的丑剧。 真不知道说啥好。
同样,在两个势均力敌集团中有明显倾向的亚裔,尤其是华裔群体是可以做压死骆驼的
最后稻草的。 而这就是让人家给我们利益的核心优势所在。 今天很多华人还没有意识
到有时候某个选团的票虽然不足以推上去某人,但是却足以screw up 某人的力量,这
不怪华人,因为大部分华人没有经历过选举政治,对这个游戏怎么玩没有研究。但是随
着游戏的深入,这种力量好好运用绝对能发挥威力。
多说一句,除了华人议员以外,身在亚裔区但无视亚裔利益的议员用这招也很合适,比
如Ellen Corbett 这议员在的区有 40%亚裔,又是 Senate Majority leader,写写信
问问,你丫SCA5是怎么回事,看她怎么说。
结论
骂的差不多了。 继续说说问题的后续解决方式:
现在SCA5要通过众议院才能取公投,众议院有55个民主党,25个共和党。通过这个
议案需要54票,而共和党几乎肯定会投反对票。也就是说,如果能找到两个或以上议员
投反对票,这个议案就通不过。而众议院里面,恰好有几个华人议员也有几个选区里亚
裔占主流的议员。
而且今年11月几乎所有的Assembly Member要面临reelection。如果我们能去这些
Assembly Member的脸书或其他途径,让他们知道一下我们的态度将能帮助更好的对
SCA5进行投票。
最后还是借用吴仙标博士的话吧:“许多人联系80-20来向我们咨询怎样有效组织这次
反对活动。80-20促进会的执委会一致同意我们除了在战术战略上支持他们,也会在财
力物力上支持加州亚裔选民。我们会奖励最开始宣布会在SCA5提案上投反对或弃权票的
两位众议员,让他们更有政治前途。“

反对SCA5, 不要浪费时间, 要这样做才有帮助, 请转发
从我做起, 从现在做起! 我们还来得及反对SCA5. 目前, 加州众议院的80席中, 有55席
民主党, 25席共和党. 对这个法案SCA5的支持是党派分票, 所以我们只需要保证 2个以
上民主党议员勇敢地站出来, 投票反对, 我们就可以让法案胎死腹中. 现在我们可以做
的是写信给代表我们选区的加州众议员, 去他们的网站给他们写.

of education for poor communities or for closing the gap where students

constitutional belief that all men are created equal. In addition it against
the "American Dream". That dream of a land in which life should be better
and richer and fuller for everyone, with opportunity for each according to

The fundamental flaw in SCA-5 is racial preferences in college admissions
harm their intended beneficiaries. We refer to this problem as "mismatch".
It is a problem documented by a vast and growing array of research. It will
place students in environments where they can neither learn nor compete
effectively. As a result, students quit or drop out from schools. These same
students would thrive had they gone to less competitive schools. As such
racial preferences lead to devastated outcomes.
In addition, having underprepared students entering colleges would greatly
diminish the quality of education. This is a lose-lose scenario. No one
should be allowed to damage our elite University of California system. Once
it is damaged it is really difficult to rebuild. Going to college is a
privilege, not a right. You would have to work hard to earn a spot.
Therefore I'm asking you to vote NO on SCA5! It is the right thing to do.
Preferential treatment based on race in college admission is not the right
practice. The state shall not discriminate against, or grant preferential
treatment on the basis of race.
