They can get their 15 day period from Turkish diplomatic representations
abroad. Official passport holders are exempted from visa for their travels
up to 30 days.
United States of America: Ordinary and official passport holders are
required to have visa to enter Turkey. They can obtain three month-multiple
entry visas from Turkish diplomatic representations abroad and also at the
Turkish border gates.
US GC makes no difference.
