一.上帝是万物的伟大创造者,祂维系(来1:3)、引导、管理、统治一切活物、
运动和事物(但4:34-35;诗135:6;徒17:25-26,28;伯38-41),从最大的到最小
的(太10:29-31)。这是藉着祂至智至圣的护理(箴15:3;诗104:24;145:17),照
着祂无谬的预知(徒15:18;诗94:8-11),并按着祂自己旨意所定的自由、不变的计
划(弗1:11;诗33:10,11),好使祂自己的智慧、权能、公义、慈爱和怜悯的荣耀得
着称赞(赛63:14;弗3:10;罗9:17;创45:7;诗145:7)。
二.上帝是始因,虽然万事万物都毫无变更、准确无误地照着上帝的预知和预旨而发生
(徒2:23),但是祂用同一护理,统管它们,使它们或是必然地,或是自由地,或是有
条件地照着诸次因发生(创8:22;耶31:35;出21:13;申19:5;王上22:28,34;赛10:
6-7)。
三.上帝在祂通常的护理中使用各种工具(徒27:31,44;赛55:10-11;何2:21-22)
,但祂也可自由而行,随己意不用工具(何1:7;太4:4;伯34:10),超乎工具(罗4:
19-21),反乎工具(王下6:6;但3:27)。
四.上帝在其护理之中,彰显极大的权能、难测的智慧和无穷的恩慈,甚至及于第一次
堕落,以及天使和人的其它所有罪恶(罗11: 32-34;撒下24:1;代上21:1;王上22:22
,23;代上10:4,13-14;徒2:23,4:27)。这不只是有上帝的许可(徒14:16),也
是有上帝极其智慧和极有权能的约束(诗76:10;王下19:28)。祂支配并掌管它们,以
多种方式成就祂自己圣洁的目的(创50:20;赛10:6-7,12)。尽管如此,受造物的罪
纯粹是从他们自身,而不是从上帝发出的。上帝是至圣至义的,绝不是、也不能是罪恶

有的隐藏的力量,以及他们内心的诡诈,好使他们谦卑下来(代下32:25-26,31;撒
下24:1);另外,也是为了要使他们更加与祂亲近,常常依靠祂来扶持,并且更加警醒
地防备将来一切犯罪的机会;同时还有其他各种公义和圣洁的目的(林后12:7-9;诗
73,77:1:10-12;可14:66-72 ;约21:15-17)。
六.上帝是公义的审判者,祂对那些不虔不义的人,因他们过去所犯的罪而使他们眼瞎
心硬(罗1:24,26,28;11:7-8),不仅不施恩给他们,使他们的悟性由此得蒙光照
,从而使他们的心软化(申29:4),而且有时祂也收回他们已得的恩赐(太13:12,25:
29),并任凭他们遭遇各样他们的败坏用于犯罪的事(申2:30;王下8:12-13);同时
,把他们交付于他们自己的私欲、世界的引诱和撒但的权势(诗81:11-12;帖后2:10
-12);因此,甚至那些上帝用以使别人心里软化的工具,在他们身上反倒使他们刚硬
自己(出7:3;8:15,32;代下2:15,16;赛8:14;彼前2:7,8;赛6:9-10;徒28:26
,27)。
七.上帝的护理之工不仅遍及所有的受造之物,更是以特别的方式及于祂的教会;上
帝藉其护理之工眷顾祂的教会,叫万事互相效力,使教会得益处(提前4:10;摩9:8,9

CHAPTER 5
OF PROVIDENCE
1. God the great Creator of all things doth uphold, direct, dispose, and gov
ern all creatures, actions, and things, from the greatest even to the least,
by his most wise and holy providence, according to his infallible foreknowl
edge, and the free and immutable counsel of his own will, to the praise of t
he glory of his wisdom, power, justice, goodness, and mercy.
2. Although, in relation to the foreknowledge and decree of God, the first C
ause, all things come to pass immutably, and infallibly; yet, by the same pr
ovidence, he ordereth them to fall out, according to the nature of second ca
uses, either necessarily, freely, or contingently.
3. God, in his ordinary providence, maketh use of means, yet is free to work
without, above, and against them, at his pleasure.
4. The almighty power, unsearchable wisdom, and infinite goodness of God so
far manifest themselves in his providence, that it extendeth itself even to
the first fall, and all other sins of angels and men; and that not by a bare
permission, but such as hath joined with it a most wise and powerful boundi
ng, and otherwise ordering, and governing of them, in a manifold dispensatio
n, to his own holy ends; yet so, as the sinfulness thereof proceedeth only f
rom the creature, and not from God, who, being most holy and righteous, neit
her is nor can be the author or approver of sin.
5. The most wise, righteous, and gracious God doth oftentimes leave, for a s
eason, his own children to manifold temptations, and the corruption of their
own hearts, to chastise them for their former sins, or to discover unto the
m the hidden strength of corruption and deceitfulness of their hearts, that
they may be humbled; and, to raise them to a more close and constant depende
nce for their support upon himself, and to make them more watchful against a
ll future occasions of sin, and for sundry other just and holy ends.
6. As for those wicked and ungodly men whom God, as a righteous Judge, for f
ormer sins, doth blind and harden, from them he not only withholdeth his gra
ce whereby they might have been enlightened in their understandings, and wro
ught upon in their hearts; but sometimes also withdraweth the gifts which th
ey had, and exposeth them to such objects as their corruption makes occasion
s of sin; and, withal, gives them over to their own lusts, the temptations o
f the world, and the power of Satan, whereby it comes to pass that they hard
en themselves, even under those means which God useth for the softening of o
thers.
7. As the providence of God doth, in general, reach to all creatures; so, af
ter a most special manner, it taketh care of his church, and disposeth all t
hings to the good thereof.

CHAPTER V
Of Providence
I. God the great Creator of all things doth uphold,[97] direct, dispose, and
govern all creatures, actions, and things,[98] from the greatest even to th
e least,[99] by his most wise and holy providence,[100] according to his inf
allible foreknowledge,[101] and the free and immutable counsel of his own wi
ll,[102] to the praise of the glory of his wisdom, power, justice, goodness,
and mercy.[103]
II. Although, in relation to the foreknowledge and decree of God, the first
Cause, all things come to pass immutably, and infallibly;[104] yet, by the s
ame providence, he ordereth them to fall out, according to the nature of sec
ond causes, either necessarily, freely, or contingently.[105]
III. God, in his ordinary providence, maketh use of means,[106] yet is free
to work without,[107] above,[108] and against them,[109] at his pleasure.
IV. The almighty power, unsearchable wisdom, and infinite goodness of God so
far manifest themselves in his providence, that it extendeth itself even to
the first fall, and all other sins of angels and men;[110] and that not by

edestinated according to the purpose of him who worketh all things after the
counsel of his own will. Psalm 33:10-11. The LORD bringeth the counsel of t
he heathen to nought: he maketh the devices of the people of none effect. Th
e counsel of the LORD standeth for ever, the thoughts of his heart to all ge
nerations.
[103] Isaiah 63:14. As a beast goeth down into the valley, the Spirit of the
LORD caused him to rest: so didst thou lead thy people, to make thyself a g
lorious name. Ephesians 3:10. To the intent that now unto the principalities
and powers in heavenly places might be known by the church the manifold wis
dom of God. Romans 9:17. For the scripture saith unto Pharaoh, Even for this
same purpose have I raised thee up, that I might show my power in thee, and
that my name might be declared throughout all the earth. Genesis 45:7. And
God sent me before you to preserve you a posterity in the earth, and to save
your lives by a great deliverance. Psalm 145:7. They shall abundantly utter
the memory of thy great goodness, and shall sing of thy righteousness.
[104] Acts 2:23. Him, being delivered by the determinate counsel and forekno
wledge of God, ye have taken, and by wicked hands have crucified and slain.
[105] Genesis 8:22. While the earth remaineth, seedtime and harvest, and col
d and heat, and summer and winter, and day and night shall not cease. Jeremi
ah 31:35. Thus saith the LORD, which giveth the sun for a light by day, and
the ordinances of the moon and of the stars for a light by night, which divi
deth the sea when the waves thereof roar; The LORD of hosts is his name: Exo
dus 21:13. And if a man lie not in wait, but God deliver him into his hand;
then I will appoint thee a place whither he shall flee. Deuteronomy 19:5. As

snow from heaven, and returneth not thither, but watereth the earth, and ma
keth it bring forth and bud, that it may give seed to the sower, and bread t
o the eater: So shall my word be that goeth forth out of my mouth: it shall
not return unto me void, but it shall accomplish that which I please, and it
shall prosper in the thing whereto I sent it. Hosea 2:21-22. And it shall c
ome to pass in that day, I will hear, saith the LORD, I will hear the heaven

ness of Sara?s womb: He staggered not at the promise of God through unbelief

the place. And he cut down a stick, and cast it in thither; and the iron di

e said, I will go forth, and I will be a lying spirit in the mouth of all hi

[113] Genesis 50:20. But as for you, ye thought evil against me; but God mea
nt it unto good, to bring to pass, as it is this day, to save much people al
ive. Isaiah 10:6-7, 12. I will send him against an hypocritical nation, and
against the people of my wrath will I give him a charge, to take the spoil,
and to take the prey, and to tread them down like the mire of the streets. H
owbeit he meaneth not so, neither doth his heart think so; but it is in his
heart to destroy and cut off nations not a few.... Wherefore it shall come t
o pass, that when the Lord hath performed his whole work upon mount Zion and
on Jerusalem, I will punish the fruit of the stout heart of the king of Ass
yria, and the glory of his high looks.
[114] James 1:13-14, 17. Let no man say when he is tempted, I am tempted of
God: for God cannot be tempted with evil, neither tempteth he any man: But e
very man is tempted, when he is drawn away of his own lust, and enticed....
Every good gift and every perfect gift is from above, and cometh down from t
he Father of lights, with whom is no variableness, neither shadow of turning
. 1 John 2:16. For all that is in the world, the lust of the flesh, and the
lust of the eyes, and the pride of life, is not of the Father, but is of the
world. Psalm 50:21. These things hast thou done, and I kept silence; thou t
houghtest that I was altogether such an one as thyself: but I will reprove t
hee, and set them in order before thine eyes.
[115] 2 Chronicles 32:25-26, 31. But Hezekiah rendered not again according t
o the benefit done unto him; for his heart was lifted up: therefore there wa
s wrath upon him, and upon Judah and Jerusalem. Notwithstanding Hezekiah hum
bled himself for the pride of his heart, both he and the inhabitants of Jeru
salem, so that the wrath of the Lord came not upon them in the days of Hezek
iah.... Howbeit in the business of the ambassadors of the princes of Babylon
, who sent unto him to inquire of the wonder that was done in the land, God
left him, to try him, that he might know all that was in his heart. 2 Samuel
24:1. And again the anger of the LORD was kindled against Israel, and he mo
ved David against them to say, Go, number Israel and Judah.
[116] 2 Corinthians 12:7-9. And lest I should be exalted above measure throu
gh the abundance of the revelations, there was given to me a thorn in the fl

nto me.... And I said, This is my infirmity: but I will remember the years o
f the right hand of the most High.... I will meditate also of all thy work,
and talk of thy doings. Mark 14:66-72 And as Peter was beneath in the palace

arming himself, she looked upon him, and said, And thou also wast with Jesus
of Nazareth. But he denied, saying, I know not, neither understand I what t

t thou me more than these? He saith unto him, Yea, Lord; thou knowest that I
love thee. He saith unto him, Feed my lambs. He saith to him again the seco
nd time, Simon, son of Jonas, lovest thou me? He saith unto him, Yea, Lord;
thou knowest that I love thee. He saith unto him, Feed my sheep. He saith un
to him the third time, Simon, son of Jonas, lovest thou me? Peter was grieve
d because he said unto him the third time, Lovest thou me? And he said unto
him, Lord, thou knowest all things; thou knowest that I love thee. Jesus sai
th unto him, Feed my sheep.
[117] Romans 1:24, 26, 28. Wherefore God also gave them up to uncleanness th
rough the lusts of their own hearts, to dishonour their own bodies between t
hemselves.... For this cause God gave them up unto vile affections: for even
their women did change the natural use into that which is against nature...
. And even as they did not like to retain God in their knowledge, God gave t
hem over to a reprobate mind, to do those things which are not convenient. R
omans 11:7-8. What then? Israel hath not obtained that which he seeketh for;
but the election hath obtained it, and the rest were blinded (According as
it is written, God hath given them the spirit of slumber, eyes that they sho

, and a rock of offence, even to them which stumble at the word, being disob
edient: whereunto also they were appointed. Isaiah 6:9-10. And he said, Go,
and tell this people, Hear ye indeed, but understand not; and see ye indeed,
but perceive not. Make the heart of this people fat, and make their ears he
avy, and shut their eyes; lest they see with their eyes, and hear with their
ears, and understand with their heart, and convert, and be healed. Acts 28:
26-27. Saying, Go unto this people, and say, Hearing ye shall hear, and shal
l not understand; and seeing ye shall see, and not perceive: For the heart o
f this people is waxed gross, and their ears are dull of hearing, and their
eyes have they closed; lest they should see with their eyes, and hear with t
heir ears, and understand with their heart, and should be converted, and I s

precious in my sight, thou hast been honourable, and I have loved thee: the
refore will I give men for thee, and people for thy life. Fear not: for I am
with thee: I will bring thy seed from the east, and gather thee from the we
st.... Thus saith the LORD, your redeemer, the Holy One of Israel; For your
sake I have sent to Babylon, and have brought down all their nobles, and the
Chaldeans, whose cry is in the ships.
