Public financing 是 70 年代尼克松水门事件后，用来控制日益高涨之竞选费用，
及减少金钱收买选票现象而通过的条例。在这次2008总统竞选里，大致表现如下：
（细节见 federal election commission 网页）
在 primary 选举中，及格的候选人可以申请 public matching fund。政府会
match 每个 individual donation，upto $250 maximum。接受 public matching
fund 的候选人同意支出不超过 $42.05M。
在 general election 中，两大党候选人可以申请 public grant $84.1M。接受
public grant 候选人同意不接受 private contributions。
其他党派如果在 2004 选举有 5-25% 票，可申请 $84.1M 的一部分，由得票
数决定。
其余候选人在 2008 选举后，如果得到多于 5% 票，可以申请 reimbursement。
数量由得票数决定。

better than other candidates. So what is your point? Talk like Chelsea
but not like Bill?

But the point I'm trying to make is, not to criticize -- I have nothing bad
to say about any of these people. I think Obama -- I get tickled watching
him. He's got great skills. It depends on what the American people and the
Democrats in the first instance believe is more important. Is it more
