I feel that if someone owns a commercial building, promises to develop it
into something that brings in revenue for the town and then fails to do that

Should they at least pay the developers for it, or should they just take it,
like these protesters wanted to do? And what's to prevent a crooked local
government from intentionally delaying development on a building with the
purpose of taking the property from the owner? Worse things have happened. I
feel that, as long as they're paying a reasonable property tax rate on the
building, it's their business if they don't want to make money on it.

Nope they shouldn't pay. The developer promised to develop the building 6
yrs ago and the town is suffering from the lack of tax revenue they could
gain from this building. The developer is most likely writing it off on his
taxes as a loss. As far as I'm concerned he reneged on a promise to the city
and forfeited his rights to any monetary gain from the building.

为什么他们一直不顾法律，这位的评论很有代表性：

The state is losing out on all the sales tax revenue that businesses there
would generate. Chapel Hill is a college town, so that equals lots of
potential revenue that can never be recovered because someone didn't keep
his word. The city is unhappy with the situation and the building is being
neglected which of course brings down the property values of all the
buildings around this one. The building wouldn't have been taken over if the
owner had kept his promise to the city. If he won't do anything with it,
then he should sell it or give it to someone who can. Who was talking about
governments taking anything, these are citizens activists and the government
isn't involved.

I have knowledge of the law, but I'm not concerned with the law in this case
. He broke a promise to the people and the city and deserves whatever he
