for iraq, bush did push it, but Bush submitted the resolution to congress
and senate, both passed the bill with over 2/3 yes. (nearly half of Dem
congressman/senators vote yes). Actually, Dem controlled senate at that time
, if they wanted to block the bill, the could do it. But instead, 29 of
total 50 Dem senators voted yes.
I am not saying the war is right, but now letting Bush take all the blame is

tried to stop this crazy housing loan, but Dem blocked the bill.

院，参院有58个席位，2个独立也倾向民主党。即使后scott当选，民主党仍然有57个席
位，2个倾向民主党的独立议员。当然的确无法阻止filibuster了。
所以我一直说，做事要两党合作，难道非要彻底控制两院和总统，参院必须要60个席位
才能做事情吗？ 真那样，基本就是一党独裁政府了。参院有这个杯葛权利弊端的确有
，而且很大，但好处就是个少数党一个机会，可以迫使多数党不得不合作，倾听他们的
声音，从这个角度看，有些益处的。
总统要从中协调。总统是民主党，控制了众院，参院有将近60个席位，如果办不成事，
不能怪gop filibuster，民主党头几年参院少数时候也搞杯葛。 最近4年两党基本没有
合作，啥也办不成。这就是问题。原因当然是多方面的，但O8的确缺乏主动领导两党的
