A federal lawsuit was filed against AOL Time Warner for allowing and not
condemning anti-Muslim hate speech, and sought class-action status for the
case (Weisman, 2001). The lawsuit was filed in August 2001, and charged
that the Dulles, Virginia-based company permitted anti-Muslim speech to
continue unabated in chat rooms catering to the Muslim demographic. This is
in violation of federal civil rights laws. The suit is based on the 1964
Civil Rights At that prohibits discrimination in places of public
accommodation such as restaurants, hotels, and recreation facilities。。。

Hate speech.
定义:In law, hate speech is any speech, gesture or conduct, writing, or
display which is forbidden because it may incite violence or prejudicial
action against or by a protected individual or group, or because it
disparages or intimidates a protected individual or group. (from wikipedia)
定义:In 1993, the National Telecommunications and Information
Administration (NTIA) released a report titled “The Role of
Telecommunications in Hate Crimes.” This report gave one of the first
definitions by government on hate speech.[citation needed] According to NTIA
hate speech is:
* Speech that advocates or encourages violent acts or crimes of hate.
* Speech that creates a climate of hate or prejudice, which may in turn
foster the commission of hate crimes.

(1) The International Covenant on Civil and Political Rights (ICCPR)
states that "any advocacy of national, racial or religious hatred that
constitutes incitement to discrimination, hostility or violence shall be
prohibited by law". [1]
(2)The Convention on the Elimination of All Forms of Racial Discrimination
(ICERD) prohibits all incitement of racism.[2]
美国:虽然美国人权宣言保障公民有言论自由,但 there are limits on free
expression, which were contemplated by the framers and have been read into
the Constitution by the Supreme Court.
In 1942, Justice Frank Murphy summarized the case law: "There are certain
well-defined and limited classes of speech, the prevention and punishment of
which have never been thought to raise a Constitutional problem. These
include the lewd and obscene, the profane, the libelous and the insulting or
violent words – those which by their very utterances inflict injury or
tend to incite an immediate breach of the peace."[3]
也就是说,最高法院已经判定:any form of hate speech, 或speech and/or action
against humanity and incitation to racial hatred 是不受法律保护的。
