in precinct poll books did not match those of voting machine printout
reports in 59 percent of precincts, 392 of 662.

Many jammed when voters fed ballots into scanners, which can result in
erroneous vote counts if ballots are inserted multiple times. Poll workers
are supposed to adjust counters to reflect a single vote but in many cases
failed to do so, causing the discrepancies, Baxter said.

文章其他的部分分析，如果是系统性的很多选票数了好多次。显然对Hillary有利，这
些地方都是Hillary 60-70%领先的地方。这些地方选票被多数几遍，你说对谁有利？

我贴的那句话是针对recount的，是说那些有问题的地区的票不qualify recount, 也就
是说在recount中不算，所以clinton recount后的票数会比选举后报的票数少非常多。
也就是
说即使recount后clinton在其他地区因为错误拿了一些票，也没法make up这些不
qualify
recount的废票。当然如果主党有本事不让那些票disqualify另说。
