然而现在的问题是，政府过分扶持弱势的政策以及政客选票的需要，让很多人误以为自
己是弱势，反而造成了社会成本上升。

文章里讲的医院和保险公司为code的问题扯皮，浪费大量资源，跟你贴的全文里提到的
employer涉入保险导致的成本增加似乎有类似之处。不知道有没有内行人士来分析一下
