potential tent cities as “temporary and austere," and details plans to
build facilities in three states: California, Alabama and Arizona, TIME
reports.
The planned facilities would house as many as 25,000 migrants in Alabama, 47
,000 people at former Naval Weapons Station Concord in California, and
another 47,000 people at Camp Pendleton, the Marines' training facility also
