Referenda do not resolve problems per se. They resolve arguments, which are
always time-consuming, endless, emotional, and often times, divisive. When
worse comes to worst, at least referendum results are a referee for people
to turn to, a guideline for people to base their righteous judgements on,
legal or otherwise.
The reason why politics is so ugly and distasteful is, partly, because of
the lack of a clear standard. That's what a referendum provides.
Now, back to what you said about English Tsai. What did she do?

the same thing. They do have one thing in common, though --- polling of
people's opinions. But that's where the similarity ends.
